日本国内の周波数情報を入手するには様々な方法がある。代表的な方法は次の通り。
  1. 総務省「無線局等情報検索」(無料)
    総務省が公開する国内の無線局に関するデータベース。一般業務無線などは使用者と周波数まで検索可能だが、警察・消防や自治体等の一部公共業務などに分類される無線局に関しては詳細情報は非開示扱い。




  2. 三才ブックス『周波数手帳ワイド』シリーズ(有料)
    毎年発行される出版物。現在、おそらく国内で唯一の周波数情報に関する定期刊行物。

  5. 個人サイト「スーパー周波数帳」(無料)
    無線受信界隈で有名な山根厚介氏が2021年3月に公開したオンラインデータベース。登録データ2万件超。利用は無料で、利用者も周波数情報を登録できる。登録情報の希少さに応じて利用者はレベル分けされ、レベルに応じて閲覧可能な周波数情報が増える仕組み。



  6. 個人サイト「航空無線Handbook」(無料)
    航空無線に特化した周波数情報が提供されており、頻繁に情報が更新されています。航空無線の周波数情報は充実していますが、GCIなど機密性の高い情報については、事前に身分証のコピーを提出して登録が必要。




  7. ツイッター(無料)
    ツイッターでは、ハッシュタグ「#frq」で周波数情報を発信している個人がいる。

  8. 5ちゃんねる(旧2ちゃんねる)(無料)
    アナログ無線の全盛期にはネット掲示板で周波数情報が頻繁に交換されたが、最近は盛り上がっていない。

東京オリンピック・パラリンピック2020で使用される無線機では、大会専用に割り当てられた周波数があります。大会組織委員会が公表する周波数管理計画によれば、VHFからUHFまで、様々な用途で使用される計画であることがわかります。


○放送事業者向けトークバック
トークバックは、主に放送事業者に利用される。具体的には、プロデューサーから、カメラクルー、リポーター、プレゼンター、音声、照明、技術担当者等のプロダクションチームへの通信を目的とする。無線局免許が必要なトークバックでは、下記の割り当て方針が示されている。

○業務用無線(PMR)
業務用無線(PMR: Personal Mobile Radio)は、競技の実施、セレモニーの運営のほか、放送中継、報道取材等に利用する移動通信手段として主に音声通信で使われる(トークバックを除いてプレストーク式で行われるものを想定)ことが示されている。

「混信の影響をできるだけ避け、周波数の割当てを容易にするためにデジタル方式の無線機器が推奨される」とする一方、「デジタル方式は 100ms から 500ms 程度(特殊な場合は最大 1000ms)の音声遅延があることから、このような遅延が許されない場合にはアナログ方式の周波数利用の要望があり得ると認識している」として、利用状況に応じてデジタル波とアナログ波が利用されるようだ。

電波管理計画によれば、大会組織委員会は、免許の取得のほか、混信が生じないようにするため、「大会専用の周波数を準備する」としており、大会期間中に臨時の周波数割当が行われる。ただ、利用目的によっては、既存のMCA無線、350MHzの簡易無線、携帯電話回線を使ったIP無線も提供することが推測される。

○東京オリンピック無線を受信するには?
東京五輪で使用される無線を受信するには、大会組織委員会の周波数管理計画に記載された周波数帯を使用条件で示されるステップと帯域幅でスキャンすることで可能と考えられる。ただし、すでに割り当てられた各種無線が存在する周波数帯のため、これらを避けた細かいバンドスキャン等を設定した方が良さそうだ。

警視庁が2015年に公開した「地下鉄サリン事件」(1995年3月20日)当日の無線交信記録。デジタル化後、警察当局が実際の無線音声を公開するのは極めて異例。






Japan is known for its global leading radio companies like Yaesu, ICOM, AOR and Kenwood for radio geeks around the world. However, very limited information on radios, scanners, laws and frequencies in the country is available in English on the internet.

Is it legal to scan radio communications?
It is legal to listen to radio communications in Japan including the possession of scanners and wide-band receivers.

Japan has several laws for regulating radio communications. The Radio Act is one that everyone should be aware of when they scan radio communications with wide-band receivers because it requires the protection of secrecy in radio communication as follows:

Article 59 Unless otherwise specified by law, no one must intercept, and divulge or take advantage of the existence or contents of radio communications that are conducted to a specific person (except communications under Article 4 paragraph (1) or Article 164 paragraph (2) of the Telecommunications Business Act; the same applies to Article 109 and Article 109-2 paragraphs (2) and (3)).
The Article 59 is generally interpreted as "receiving radio communication with wide-band receivers is legal, but it is illegal if you tell what you hear to others."

Radio scanners or wide-band receivers are also legal to sell and buy. Yaesu, ICOM, AOR, Kenwoord and Alinco are of course major brands in Japan. Uniden does not market their products in their home country and Japanese consumers need to import Uniden products from outside Japan.

The Ministry of Internal Affairs and Communications (MIAC) is responsible for radio communications policies in Japan. The ministry discloses radio licence/registration database on its website. The latest band plan by the MIAC is as follows:

Public Safety Radios are Digitalised and/or Encrypted
In Japan, police, fire and law enforcement radios for national and local government agencies are generally digitalised and often encrypted. Police and fire communications are digitalised with unique codec and radio scanners sold in the market cannot decode them into voice. However, some public radio communications, including fire radios for specific use, are still analogue.

A local radio enthuasiast lists up digital radio standards per user confirmed in Japan. The situation is chaotic and Japanese digital radio policies are too complicated due to mixuture of various standards. 


How Radio Geek Obtain Frequency Information
Radio scanners geek typcally obtain frequency information from publication and internet. Monthly magazine "Radio Life" is a common source for radio enthusiasts in Japan. The publisher annually publishes a frequency yearbook "Frequency Handbook", to which radio enthusiasts voluntarily contribute frequency information. The smartphone app version of the handbook is also available. There's no centralised online platform in Japan like RadioReference.com.

ゲインが調整でき、バンドフィルター付の広帯域受信専用のアンプ。3バンドフィルターが内蔵されていることが特徴で、ターゲットの周波数帯でピンポイントにゲインを上げることができる。

3バンドフィルターは、A)225~1500MHz、B)108~185MHz、C)24~2150MHzの3域帯。UHFエアバンド以降はAフィルター、VHFエアバンドから報道連絡波まではBフィルターを利用することで快適な受信が期待できる。Cフィルターは、短波やLVHFなどで使用することになるが、AフィルターとBフィルターに比べて、実質的にフィルターとしての機能はないようだ。

コネクタはBNCP-BNCJ。SMA等を接続するには、変換コネクターが別途必要になる。

電源は、電池9V006Pと外部入力DC12Vが利用できる。ただし、外部入力DC12Vは付属していないため、別途用意する必要がある。電池9V006Pの利用の場合は、消耗のスピードが速く、おそらく終日利用しただけで電池交換が必要になるので要注意。

アンプ利用では、アナログ無線の受信でノイズが増加するリスクがある。一方、デジタル無線の場合には、アンプ利用でデコードの確立が高まる印象がある。受信機やUSBドングルの内蔵アンプだけではなく、外部アンプも一つあると何かと役に立つだろう。
